Global Annotation is different from Annotation.

While Annotation is making a screen shot, global annotation allows user to operate the background while doing writing.

Global Annotation has finger / pen distinguish function that allows user to use finger to operate the application and use pen to do writing.

Here is the step to enable Global Annotation:

1. Settings
   Open Settings from Side Menu
   
2. More Settings
   Scroll left side category to More Setting, and press Global Annotation
   
3. Enable Global Annotation
   
4. Global Annotation
   Now you should see Global Annotation menu at the button-right corner.
   User can switch the menu option in setting.
